Shisha, a water pipe that burns flavored tobacco, is also popular throughout Egypt’s ubiquitous coffee shops. One long shisha session can expose users to the smoke equivalent to five packs of cigarettes, according to statistics from the World Health Organization.
Egypt’s Parliament started getting serious in 2007, passing an anti-smoking law in conjunction with the country’s signatory status on the WHO’s Framework Convention on Tobacco Control treaty. The measure banned smoking in many public places, including hospitals,[link widoczny dla zalogowanych], schools and government facilities, according to Hamdy El-Sayed, the lawmaker who wrote and introduced the law.
The law also introduced four graphic warnings for cigarette packs,[link widoczny dla zalogowanych], starting in 2008, rotating every six months. Shocking the culture with the warnings,[link widoczny dla zalogowanych], however, isn’t necessarily a bad thing if it makes people quit, according to Dr. Fatimah El-Awa, regional advisor on tobacco control at the WHO.
“The issue of fertility is of great importance to Egyptians,” El-Awa said. “And linking this to tobacco will make a big impact on the users here.” But making even a small impact will be a big challenge. But with all the junk food and U.F.O.’s (unidentifiable food-like objects) out there, why soda? Why a tax? To the beverage industry, the idea is not worth considering. Susan Neely, the president of the American Beverage Association, acknowledges that obesity is a problem but says: “If you’re trying to manage people being overweight you need a variety of behavior changes to achieve energy balance ― it can’t be done by eliminating one food from the diet.” Even if soda consumption were to drop, say critics of the tax, a drop in childhood obesity isn’t guaranteed.
“Simply pricing one product higher,” says Derek Yach,[link widoczny dla zalogowanych], a senior vice president of global health policy at PepsiCo, the big food company that has spoken the most seriously about building a healthier portfolio, “would lead to unknown effects on total dietary consumption. It may even lead to worse situations: people may stop spending on one food and eat more of another, so taxing high levels of sugar may lead to eating higher levels of fat.”
* Increase regulation of all tobacco products: Tobacco is the most unregulated consumer product on the market today, exempt from important basic consumer protections, such as ingredient disclosure, product testing, accurate labeling, and restrictions on marketing to children. * Increase health warnings on tobacco packaging: As warnings become more graphic, tobacco users are more likely to pay attention to them.
* Increase availability of tobacco health/economic information to the general public: Many tobacco users, policymakers, and even health care professionals are largely unaware,[link widoczny dla zalogowanych], or only vaguely aware, of the other cancers, heart disease,[link widoczny dla zalogowanych], lung disease, pre� and postnatal conditions, etc that are caused by tobacco use.
