As business, trade and tourism hub, Dubai, has attracted foreign capital and expatriates from around the Middle East and the world. Over 80% of Dubai’s population are foreigners, with almost 200 different nationalities. The city’s cosmopolitan mix of Arab nationals, Asians and Europeans who primarily come here to work, also makes it an attractive place for organized crimes syndicates.
Dubai has gained the world's attention for its massive projects, including the world’s largest shopping center “Dubai Mall” and the world's tallest tower, Burj Khalifa. The city also has the reputation for being practically crime free, but the growing list of violent incidents – political assassinations and sex crimes— is raising many questions about the tax-free paradise’s ability to promote itself as a low-crime city.

Many experts believe that the Israeli Intelligence Agency "Mossad" was behind the assassination. Dubai's police chief, Lt. Gen. Dahi Khalfan Tamim, told the Abu Dhabi-based newspaper The National that the Mossad “is 99%, if not 100% behind the murder” of Al Mabhouh. (18 February 2010)
Aside from political assassinations, Dubai is witnessing a consistent increase in the number of violent acts -including murder and rape. Although there is no available data to support this argument, the number of sex-related crimes and violence cases covered in local newspapers -almost every day-seems to prove the increase in violent acts.

The assassination of Hamas top militant, Mahmoud Al Mabhouh in Dubai grabbed the headlines recently. In February 2010, Dubai police disclosed that 11 members of the 18-strong assassination team carried European passports – six British, three Irish, one German and one French. (Business 27/4, 16 February 2010) The Police also confirmed that several of the assassins visited Dubai on related missions during the year, suggesting that the assassination was planned further in advance than was initially believed.

Sex Crimes on Increase
Only nine months ago, an opponent of Chechnya’s Moscow-backed president, Ramzan Kadyrov, was shot dead in an underground car park of a luxury apartment block in Dubai. Major General Dahi Khalfan confirmed that Dubai police has detained a Russian national in connection with the assassination of Sulim Yamadayev. “There is a suspect but we are still investigating. Nevertheless, the case is clear and there is no confusion over what happened. An organized criminal group was behind the assassination,” he said. (Reuters, 31 March 2009)
With two political assassinations in less than a year, some are arguing that Dubai is no longer the safe haven that it once was.
