To implement the State Council on the promotion of the spirit of service outsourcing industry, to accelerate the development of China's service outsourcing industry, support service outsourcing enterprises bigger and stronger, and actively undertake international service outsourcing business, promote trade growth pattern, the Ministry of Commerce, Ministry of Finance decided to allocate special funds for 2009 related to international service outsourcing business (service outsourcing business in Annex 6, below) to financial support. Relevant matters are hereby notified as follows:

First, in 2009 and key areas of financial support
(A) focus on supporting the Ministry of Commerce in 2009 in conjunction with the Ministry of Industry and Information Technology, Ministry of Science to determine the "China Service Outsourcing Demonstration City" (hereinafter referred to as model cities) of the service outsourcing enterprises, and the inclusion of service outsourcing enterprises in the Ministry of Commerce business directory .

To apply for financial support of enterprises and training institutions must have the conditions
(A) of the service outsourcing enterprises must meet the following conditions:
1. Registered in China, according to the law with corporate qualifications and registration of foreign trade operators;
2. The past two years in the import and export business management, financial management, tax management, foreign exchange management, customs management, no violations;
3. Has been signed with service providers and long-term contract to provide outsourcing services outsourcing contract, outsourcing business services each year the amount of not less than 150 million U.S. dollars, which provide services to the offshore outsourcing business end customers accounted for more than 70%;

5. The declared principles of training programs for the non-profit training.

Third, support for standards and support methods

Fourth, the application and disbursement of funds

3. Service outsourcing enterprises to apply for international certification of funds must provide the following benefits:
(1) enterprises to obtain international qualification certificate;
(2) business consultants with relevant international certification evaluation copy of the agreement signed the contract;
(3) Enterprise copy of the certificate to pay certification costs (including costs of certification and the corresponding invoice issued by a bank payment instruments);
4. Application service platform to support outsourcing of public funding model city must provide the following materials:

(2) Outsourcing common platform to support application for funding;
