交通部拟降低高速路收费标准延长收费年限

降低高速公路收费标准
2010年全社会物流总费用占GDP的比重为18%，该比重比发达国家高一倍,[link widoczny dla zalogowanych]。交通部综合司副司长蔡玉贺透露，国外很多收费公路可以收90年甚至100年，中国目前收费公路最长的年限是30年。因此下一步降低公路收费标准，将采用延长收费时间来实现。
他指出,[link widoczny dla zalogowanych]，交通运输部正在研究以高速公路等为主的收费部门体系和以普通公路为辅的不收费的体系。同时也将大力开通绿色通道，对于蔬菜等产品实行所有公路免费通行。不过他强调，这涉及到多个法律法规的修改。2004年执行的《收费公路管理条例》规定，对在国家规定的绿色通道上运输鲜活农产品的车辆，“可以适当降低车辆通行费的收费标准或者免交车辆通行费”。
2010年国务院发布了关于进一步促进蔬菜生产保障市场供应和价格基本稳定的通知（国发[2010]26号）,[link widoczny dla zalogowanych]，提出要降低流通成本,[link widoczny dla zalogowanych]，更好地促进鲜活农产品流通。但是2004年收费公路管理条例，未明确对鲜活农产品完全免交过路费，同时尽管国家提出对鲜活农产品过路费免交，实际情况并未有效执行,[link widoczny dla zalogowanych]。
尽管上述26号文件早已下发，但有菜农向在北京调研的国家发改委人士反映，只是在60周年国庆和奥运时，蔬菜等鲜活农产品在公路免费通行，过了此时间后，罚款收费仍比较普遍。这使得国家发改委经贸司副司长耿书海深思，“与国外相比确实我们高速路发展很快，甚至超前发展，但是我们的高速公路收费水平偏高,[link widoczny dla zalogowanych]，比国外高很多。”他在1月19日的2011年中国物流发展报告会说。
